Description  Took my money now he is not responding, there no plans received and no proof of submission

Feedback  I requested him to do Plans for 2X units in a small complex in September 2022, He asked for all the money which I gave, He even asked for R 6000 for site visit. He wanted me to give him more money for site development plan which I refused and advised that if Municipality wants the site development plan then they must put it on the notes. He never sent me the plan's he designed except a single page sketch with no elevations. I asked for proof of submission in May 2023 today it's 11 June 2023, I have not received proof of submission. Now he is not responding to my messages nor my calls.
