A sub DB is tripping, I have tried to isolate the fault but with all electrical plugs off the tripping continues to happen.

****Please only contact me if you’re confident you can source where the problem lies, and fix it so it doesn’t keep happening.**** We have 3 phase electricity. For the past couple of months, every time there’s a power failure, and the power returns, one circuit controlling the plugs no longer works. The electrician I have been using says it’s a council problem. The council sends technicians who fix it, making sure there is power from the street to the property. Then the electrician comes back, resets the board & leaves. The plugs circuit works until the next power outage. Same problem with plug circuit. City power say it’s probably a cable underground on the property, the electrician says it’s the generator or city power causing a power surge. The generator guy was here yesterday and said the generator is working perfectly as it should and that it’s a problem in the DB board - probably a hot wire. I am going crazy and it’s costing money we just don’t have. What we do have though is an ongoing, unresolved problem with the plug circuit that controls the alarms, wifi etc. Please advise if you have the expertise necessary to fix this at an affordable once and for all. At the moment we have had to switch of all the power at the gate mains so the generator will work along with that circuit, which is costing me a fortune in diesel.
